Government Contracting
Government contracting is a unique
business environment with its own set of rules and regulations. One of the
pre-requisites to being successful and profitable in government contracting
is to have a complete understanding of all the regulations governing government
contracts, including:
- The Federal Acquisition
Regulations (FAR),
- The Defense Supplements
to the Federal Acquisition Regulations (DFAR),
- The Federal Aviation AdministrationÕs
Acquisition Management System (AMS),
- The DCAAÕ Standards and
Procedures as outlined in the DCAA Audit Manual
- The Cost Accounting Standards
(CAS) and Public Law 91-379, and
- The Small Disadvantaged
Business (SDB) and Women Owned Programs and the Small Business AdministrationÕs
8(a) Program, if applicable.
Generally, large firms have financial
officers and contract administrators with in-depth knowledge of government
accounting, government contract law and government preference programs.
However, smaller firms may not have the expertise needed to assure compliance
with the myriad of regulations. This lack of expertise too often leads to
problems with cash flow, getting paid for work performed that was not properly
covered by contract modification, collection of rate variances, etc. Although,
these oversights typically are procedural, they frequently result in significant
avoidable losses.
The lack of compliance with

and on the credit worthiness of the accounts receivable used in establishing
